HERZIG TAKES OATH

AS ONEONTA MAYOR

The ceremony, at about 6:40 p.m., may spell the end of 10 months of turmoil since the sudden passing of Mayor Dick Miller last Oct. 25. In remarks following the ceremony, the new mayor declared, "the challenges are many, but there is reason for optimism." And he ticked off a number of innovations.
