Allen Ruffles Appointed Deputy County Treasurer COOPERSTOWN – Allen Ruffles of Edmeston, Key Bank manager in Cooperstown, is joining the county Treasurer’s Office as deputy treasurer, Treasurer Dan Crowell announced this morning.
