$21 Million Expected For Fox Joint Center  ONEONTA – Word has been received that $21 million in state funding is en route to Fox Hospital to restructure its finances and build a new joint center. The funding is part of $125 million for facilities improvements aimed at reducing expensive emergency-room usage by 25 percent, announced by state Health Commissioner Howard Zucker at a press conference that ended a few moments ago.
