Former Otsego Chamber Executive  Pleads Guilty, But Avoids Jail Time Rob Robinson, Oneonta, former 17-year executive director of the Otsego County Chamber, pleaded guilty yesterday to felony insurance fraud in the first degree in county court in Cooperstown. Robinson, with no criminal history and in declining health, accepted a deal that will spare him  jail time.  Sentencing has been set for a later date.
