Manager Charged In Apartment Burglary ONEONTA – An building manager was arrested and charged with taking items from a Hill Street apartment in mid-November, Oneonta police reported today. Nir Dhan, 41, of Closter, N.J., was arrested for allegedly entering an apartment and removing items in lieu of payment for rent.  He allegedly hid the items in the basement of the building, and they were subsequently recovered and returned to the owners.
