IN MEMORIAM:  Philip Devine, 79, of Farone & Devine ONEONTA – Philip J. Devine, 79, who practiced law in Oneonta for 40 years, died Saturday April 18, 2015, at the state Veterans’ Home in Oxford, following a long illness.
