Former Otsego Chamber Executive  Pleads Guilty, But Avoids Jail Time Rob Robinson, Oneonta, former 17-year executive director of the Otsego County Chamber, pleaded guilty yesterday to felony insurance fraud in the first degree in county court in Cooperstown.
