Walton Woman Killed Crossing Unlit Route 23 Struck By Car In Section Where Town, City Plan Safety Measures ONEONTA –  A Walton woman was strucked by car and killed attempting to cross Route 23 near Lettis Highway in Southside Oneonta yesterday afternoon, state police reported today. The victim was identified as Katy Doughty, 45, who was crossing the busy road at 8:18 p.m.  when was was struck by an eastbound car.    The driver was not identified.…
