IN MEMORIAM: Edward Hogan, 83; Honored With Scouting’s Top Award ONEONTA – Edward Paul (Papa) Hogan, 83, a city native and an honored participant in the Boy Scout movement, passed away unexpectedly Aug. 16, 2017.
