IN MEMORIAM: William F. Evans, 81, Oneonta ONEONTA – William Frank Evans passed away at his home on Jan. 23, 2019,  following a courageous battle with cancer. He was born in Oneonta on July 29, 1937 to Jack and Ruth (Rider) Evans.
