Sheriff Issues Warning: Stay Off Roads Tonight COOPERSTOWN – With Winter Storm Harper expected to bring snow to Otsego County tonight, Sheriff Richard J. Devlin Jr. has issued a “No Unnecessary Travel Advisory” for the county, effective 6 p.m. tonight until 6 p.m. Sunday night.
